1st Quarter District Tripartite Council Meeting – Sugar Industry

The District Tripartite Council (CARSUMCO Milling District) held their 1st quarterly meeting at the Hotel Lorita, Tuguegarao City. The meeting was attended by the officers of the council composed of representatives from the sugar milling organization/farmers, planters and workers.

The meeting was presided by Mr. Pio Bautista – Chief TSSD. Matters discussed are; 1) Republic Act 10659 known as the Sugarcane Industry Development Act of 2015; 2) IRR of RA 10659; 3) Status of the Human Resource Development Program of CARSUMCO Milling District 2014-2016; and 4) Migratory Sugar Workers; 5) Occupational Safety and Health.


On the OSH discussion, Engr. Karen B. Matusalem presented the plan of OSHC to conduct one-day OSH Orientation for the sugar farmers/planters/workers. The group scheduled the orientation on the 2nd to 3rd week of May where the farming activities are done and they proposed that it should be conducted on a Saturday or Sunday. Also, it will be coordinated through respective barangays/municipality where identified workers reside like Piat, Tuao, and Solana for Cagayan.

For the topics to be discussed, the representatives asked and proposed for the following as these are the exposures of the farmers in their works.

  • Chemical Handling and Storage

  • Road Safety/Transportation Safety

  • Loading/Unloading of Raw Materials (Sugarcane)

  • Health Effects of exposure to direct sunlight/ How to prevent heat stroke

  • Hazards and risks in the field work and how to eliminate

  • Others: exposure to environmental conditions

The proposed orientation will be coordinated by the OSHC REU2 with respective agencies/departments.
